Sengkang Town
The Early days of Seng kang
In the olden days, Sengkang was a bustling fishing port. It also had
rubber and
pepper plantations. It was such a thriving town that residents named it
Sengkang, which means "prosperous harbour" in Chinese.
Today, Sengkang has been transformed into one of our latest and most
popular new
towns. It is well-served by expressways, a bus interchange and other
critical
infrastructure. The eagerly-awaited North-East MRT and the LRT network will
be
operating from next year.
The Sengkang Town today, is situated north of Hougang Town is developed into
a modern LRT town with an efficient transportation network, good riverine
view and comprehensive facilities to serve the residents.

Accomodation
New Housing Sengkang will be home to about 95,000 families. Housing
development will take up more than half of Sengkang's total land
area. Most of the new housing will be high-density developments. Housing
between the two rivers ie Sungei Punggol and Sungei Serangoon will be
developed first. Of the HDB flats, about 36,000 units will be developed.
These are mainly located east of Sungei Punggol. A 4-hectare Executive
Condominium (EC) site within Sengkang will have views of the Punggol Town
Park.

With the objective of strengthening family and community cohesion,
Compassvale Primary has set up a Golf programme in the school. The Punggol
Central Division will administer the school field as a golf practice ground
on
weekends for a nominal fee to the public, creating an opportunity for
everyone
to learn golf. The revenue generated will be channelled to both the Punggol
Central Division and Compassvale Primary for bursaries and scholarships.
Nan Chiau High and Nan Chiau Primary, Founded by the late Mr Tan Kah Kee, a
renowned entrepreneur and philanthropist,have already moved in.
The history of Nan Chiau. Started as a Teachers' Training School in
1941, Nan Chiau evolved into a Chinese-medium school for high school girls
after World War II, and developed into a full school encompassing both the
primary and secondary levels. Subsequently, to meet the changing social and
economic needs, it adopted English Language as its main medium of
instruction and became co-educational.
A new Junior College is also being built in Pasir Ris, to be completed
by year end. Students in Sengkang and Punggol would then have the option of
attending a college that is located nearer to their homes and conveniently
accessible.
The Sengkang Community Library is now opened to the public and is
located
Inside Compass Point Mall.
Commercial Development
More commercial development in the town centre will be developed in
phases and the first development is expected to be completed by Year 2004.
New commercial centres in Sengkang and Punggol with shopping, dining and
entertainment facilities, including a new sports complex, a community club
is in the plan. In addition to all these, are to integrate and share the
amenities and services in Sengkang and Punggol with those in near-by Pasir
Ris, through better transport links. Then Punggol residents can use the
existing shops and eating places in Pasir Ris as well as Sengkang.

Transport
What is special in the Sengkang Town Centre is that the MRT/LRT stations
and bus interchange will be under one roof and integrated with the
commercial/shopping/entertainment developments to provide easy access for
the residents. Two neighbourhood centres at Sengkang East will also be
ready
within the next 5 years to serve the projected population in the area.
On transportation, Sengkang is already served by the Tampines Expressway
which was opened last year. It will be even more accessible with the two
proposed MRT stations (Sengkang and Buangkok MRT stations) when the
North-East MRT Line is ready in Year 2003.
Sengkang is the first town planned with an LRT system right from the start.
The Sengkang LRT system will be 10.3 km long, with 13 stations. The LRT
system will run in 2 loops - one serving the eastern part of the town and
the other serving the western area. The total contract value is S$302
million, to a consortium of SembCorp Industries, Mitsubishi Heavy
Industries and Mitsubishi Corporation.
The Land Transport Authority (LTA) has decided to appoint the Singapore Bus
Services Ltd (SBS) as the operator for the North East MRT line (NEL) and
the adjoining Sengkang and Punggol Light Rapid Transit systems (LRTs).The
Punggol LRT will open in 2004.
The completion of the Sengkang Bus Interchange Sengkang Bus Interchange
situated at the Sengkang Town Centre, and the Sengkang LRT marks a
significant milestone in the development of Sengkang. Once the North East
Line opens, Sengkang residents will be able to enjoy the benefits and
convenience of having amenities like food and shopping fully integrated
with the various public transport modes such as MRT, LRT and buses. It also
integrates with Compass Heights, a residential complex and the Compass
Point shopping mall.
The Sengkang and Punggol LRT systems will be built at a total cost of
$656 million, or about $30 million per kilometre. This is lower than the
cost of
$35 million per kilometre for Bukit Panjang LRT. The Sengkang and Punggol
LRTs
will cater to a combined daily ridership of more than 150,000.The Sengkang
and Punggol LRTs will be connected to the North East MRT Line at their
respective town centres. A trip to the Orchard Road area by LRT and MRT
will take just 35 minutes, about the time it would take to travel by car
during off peak hours, and even faster than the 45 minutes it would take if
travelling by car during peak hours.
Industrial Development
New Industrial Development about 96 hectares (or 9%) of the Sengkang area
are proposed for industrial development. Of this, about 23 hectares will be
co-located with the proposed Sengkang MRT Depot, west of the proposed
Buangkok MRT Station. For the first time, an industrial development will be
built on top of the MRT Depot to optimise the use of land in land-scarce
Singapore.
In the long term, another industrial development will be located at the
former tipping ground east of Sungei Serangoon. The area is currently being
rehabilitated in preparation for future development.
Parks & Recreation
To ensure that there will always be more parks close to homes, five new
parks, including a 20ha riverine park at Sungei Punggol in Sengkang is in
the plan. New waterfront parks, such as the one proposed at the Lower
Seletar Reservoir, could be opened up to bring people closer to our scenic
waterbodies.
Sengkang town park and several linear neighbourhood parks will have Park
connectors located on the banks of Sungei Punggol and Sungei Serangoon.
Bicycle paths and jogging tracks along these park connectors will link
residents in Sengkang with the Punggol Town Park to the south and the
proposed Coney Island Regional Park to the north.
